Who provides water to your Surprise address?
Surprise isn't served by a single water system. The City of Surprise runs three: Mountain Vista, Desert Oasis and Surprise Foothills, each with its own annual report and system map. The city's report page also points residents to EPCOR and El Mirage reports for areas those utilities serve.
All three city systems draw from the same source. The city says it owns and operates 19 wells that pump groundwater from the West Salt River Valley Sub-Basin and send it to six water supply facilities. Four of those facilities provide arsenic removal treatment, and all six disinfect the water.
Your water bill names your provider. If it says City of Surprise, use the system map on the city's report page to see whether you're on Mountain Vista, Desert Oasis or Surprise Foothills. If it says EPCOR, check which EPCOR district it names.
How hard is Surprise water? 2025 figures by system
| System | Total hardness (mg/L) | Total hardness (gpg) | TDS (ppm) | Sodium (ppm) |
|---|---|---|---|---|
| City: Mountain Vista (PWS 04-07-500) | 67 average (46 to 83) | 3.9 average (2.69 to 4.85) | 307.5 average (231 to 362) | 88 average |
| City: Desert Oasis (PWS 04-07-523) | 106 average (44 to 190) | 6.2 average (2.6 to 11.11) | 318 average (237 to 404) | 75 average (68 to 81) |
| City: Surprise Foothills (PWS 04-07-538) | 91 average (87 to 95) | 5.3 average (5.1 to 5.6) | 217 average (213 to 221) | 49 average (40 to 55) |
| EPCOR Agua Fria district (PWS AZ0407695) | About 34 to 291, our conversion | 2 to 17 (range) | 182 to 692 | 61 to 100 |
City figures are annual averages with ranges from each system's 2025 Water Quality Report, which list hardness in both mg/L and grains per gallon. EPCOR's 2025 report gives hardness in gpg only; we converted at 17.1 mg/L per grain. EPCOR says the district covers parts of several West Valley cities without naming them.
On the University of Nebraska-Lincoln scale, 3.5 to 7 gpg is moderately hard and 10.5 gpg or more is very hard. So the city systems' averages are moderately hard, though Desert Oasis samples reached 11.11 gpg. The top of EPCOR's Agua Fria range is very hard. Do you need a water softener in Surprise?
Not for safety; hardness isn't a health standard. Whether one is worth it in Surprise depends on your system and what bothers you. At the city systems' averages, scale builds more slowly than in Chandler or east Mesa, so some homeowners may decide spots and buildup are manageable. Homes on the harder end of Desert Oasis or on EPCOR's Agua Fria water have more reason to soften.
- Scale on fixtures and water heaters: a salt-based softener is the direct fix. See water softener installation.
- Taste or dissolved solids: the city systems report TDS averaging 217 to 318 ppm. An under-sink reverse osmosis system reduces TDS at one tap.
- No salt wanted: a salt-free conditioner leaves minerals in the water and has limited evidence for home use. Our water treatment decision matrix compares all four options.
The city's reports add one practical note: if you install a home treatment system such as a softener or RO unit, follow the manufacturer's instructions for operation and maintenance.
Sizing a softener for Surprise water
Because Surprise ranges so widely by provider, sizing to the wrong number is the main risk. Our arithmetic, for illustration: a four-person home at the EPA's average of 82 gallons per person per day uses about 328 gallons. At Mountain Vista's 3.9 gpg average, that's about 1,280 grains a day. At the top of EPCOR's Agua Fria range, 17 gpg, it's about 5,580.
That is more than a fourfold difference for the same house, so ask any installer which hardness number they sized for, and whether they tested your tap. Run your own numbers with our softener sizing worksheet.
Water softener cost in Surprise
We haven't found Surprise-specific price data, so these are Angi's Phoenix-area ranges: single-tank softeners at $550 to $2,000 installed, dual-tank systems at $1,100 to $5,500, and $800 to $3,500 in added plumbing when a home has no softener loop. Under-sink RO runs $1,100 to $1,800. Lower hardness can mean a smaller unit, which tends to sit at the low end of equipment prices.
Many Surprise neighborhoods are newer master-planned communities, so check for a garage loop and your HOA's rules on equipment before you buy. The full breakdown is in our water softener cost guide.

Surprise water softener FAQs
What is the water hardness in Surprise, AZ?
It depends on your system. The City of Surprise's 2025 reports list annual average hardness of 3.9 gpg (Mountain Vista), 6.2 gpg (Desert Oasis) and 5.3 gpg (Surprise Foothills). EPCOR's Agua Fria district, which serves parts of several West Valley cities, reports 2 to 17 gpg. Your water bill tells you which applies, and a tap test gives your exact number.
Which water company serves my Surprise home?
Check your water bill. Most city customers are on one of three City of Surprise systems, and the city publishes a map for each. The city's water quality report page also links EPCOR and El Mirage reports for residents those utilities serve. If your bill names EPCOR, look up that district's annual report for its hardness figures.
What should I set my water softener to in Surprise?
Set it to the hardness measured at your tap. As a starting point, use your system's 2025 figure: about 4 gpg on Mountain Vista, about 6 on Desert Oasis or about 5 on Surprise Foothills. Desert Oasis samples ranged up to 11.11 gpg, so a test matters there. EPCOR customers may need a much higher setting.
Is Surprise water softer than Phoenix water?
On the city's own systems, yes. Surprise's 2025 annual averages of 3.9 to 6.2 gpg are well below the 10 to 17.6 gpg range in the City of Phoenix's 2025 report. That comparison doesn't hold for every Surprise address, though: EPCOR's Agua Fria district reports up to 17 gpg.
Does the City of Surprise treat its water for arsenic?
The city's 2025 reports say its 19 wells feed six water supply facilities, four of which provide arsenic removal treatment, and all of which disinfect the water. If you want extra treatment at the kitchen tap, an RO system certified to NSF/ANSI 58 with an arsenic claim is one option; check the model's listing.
Is a salt-free conditioner enough for Surprise water?
It may appeal at moderate hardness, since it needs no salt or drain. But conditioners don't remove hardness minerals, and University of Nebraska-Lincoln Extension says few conclusive studies confirm they work in homes. If your system reports moderate hardness and scale is a minor nuisance, compare a small softener, a conditioner and doing nothing.
